Chesterfield County’s Information Systems Technology Department is seeking a Data Architect/Manager to serve as the key to the success of many strategic county projects in the areas of data management. Responsible for strategic vision for an enterprise data management program for Chesterfield County to enable self-service business intelligence and advanced analytics. Develop a roadmap to transform the current state to the desired future state implementing business specific use cases or data stories. Responsible for the tactical leadership and oversight of the Data & Analytics team for the Information Systems Technology (IST) department with support for all county departments. Activities include data automation or integration between systems using SQL Server Integration Services (SSIS); historical data conversion to new systems of record; system reporting using SQL Server Reporting Services (SSRS) or Crystal Server; data warehouse modeling, implementation and support using SQL Server and SQL Server Analysis Services (SSAS); and business intelligence and dashboarding solutions with tools such as QlikView, Cognos, and PowerBI. Project Manager for key data and business intelligence project initiatives and data workstreams for strategic business projects. Create an end-to-end data management program from source data collection to business data visualizations and insights ensuring the security of data in storage and data in motion. Implement measures to ensure data accuracy and accessibility. Provide hands-on technical support and guidance to the team for implementing best practices and standards that enable steps towards the envisioned future state. Work with staff and customers to translate business requirements into data platform architectures for data warehouse design and extract-transform-load (ETL) processes. Implement advanced data analysis, statistical analysis, and data mining capabilities. Use Microsoft Azure, Visual Studio, TFS, VSTS, or Git for developing, deploying, and managing data assets. Collaborate closely with other groups within IST: Database Administration, Geospatial Information Services, Application Development, Server, and Security. Provide guidance to the county's data governance program to ensure inclusion of future state technologies. Establish continuous learning practices for the team to keep pace with ever-changing data capabilities. Practice industry research and rapid prototyping practices to understand and explore emerging technologies. Perform other work as required. Bachelor's degree in Information Systems, Computer Science, Mathematics, Statistics or related field (Master's degree preferred); at least five years of experience in data analysis or data management roles with advanced knowledge of database query languages (SQL); transactional database design; multidimensional database modeling and analytical data warehouse design; data analytics, dashboards, and visualizations; preferably with Microsoft technologies; or an equivalent combination of training and experience. Experience in one or more of the following: cloud data services; big data solutions for streaming and NoSQL databases; data mining and natural process language capabilities; predictive analytics. Advanced understanding of the systems development lifecycle and project management practices to include agile principles. At least two years of management or technical lead experience. Highly effective analytical and problem-solving skills. Excellent communication, team building, and interpersonal skills. Pre-employment drug testing; FBI criminal background check and education/degree verification required.
