Chesterfield County's Registrar's Office is seeking a Deputy Registrar. Under general supervision, performs work of considerable difficulty in directing the daily operations of the Registrar's Office to include monitoring processes and procedures for compliance with state and federal voter registration laws and administrative operations of the department; assumes the duties and responsibilities of the General Registrar in the Registrar's absence. Monitors all voter registration activities for compliance with federal and state election laws, directives, and policies. Supervises the accurate and timely entry of voter registration or absentee applications into the Department of Elections database system. Answers questions and provides information to the public, candidates and political party representatives regarding election laws, rules and regulations, registration requirements and campaign filing requirements. Assists the General Registrar in directing daily operations of the department to include developing policies and procedures and assisting in the development of long-range planning, budget preparation and monitoring expenditures. Supervises, trains, and evaluates the work of Assistant Registrars, as needed. Supervises Elections Manager; assists with election equipment programming; assists with officer of election training as necessary. Perform other work as required. Successful candidate will possess a bachelor's degree in business, public administration, or related field; four years of experience in responsible voter registration and election administrative office work, preferably as a Certified Professional Deputy Registrar, including three years of supervisory experience; or an equivalent combination of training and experience. Must be a registered voter in the Commonwealth of Virginia and possess a valid driver's license. Considerable knowledge of federal, state, and local laws, rules, regulations, ordinances, and procedures related to the registration of voters and administration of elections in the Commonwealth of Virginia; of the use of and operation of elections management and voter registration systems; of election equipment and supplies; of principles of office management and administrative practices and techniques. Ability to interpret, explain, and apply federal, state, and local laws, policies, procedures, codes and regulations; to read, understand, and analyze legal terminology relating to voter registration and elections; to work under pressure and make impartial decisions; to maintain complex records; to operate a personal computer and related software and other standard office equipment; to communicate effectively orally and in writing; to develop and maintain effective working relationships with internal and external customers including elected officials, candidates for office, state and local agencies, political party representatives, media representatives and the general public; to supervise staff. Good driving record required. Must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months.
