The City of Richmond Department of Public Utilities is seeking to fill two Equipment Operator, Principal positions for the Storm Water & Wastewater Collection Divisions. The selected incumbent will operate commercial vehicles to include dump trucks with trailer and heavy equipment; and perform manual labor. Additionally, they will assist with emergency maintenance programs related to weather and will work in adverse weather conditions, confined spaces, easement, near waterways, off heights and perform heavy lifting. This incumbent will be assigned to work within storm water infrastructure, however, may assist other department(s)/division(s) as needed.
Duties include but are not limited to
- Excavating underground utilities while operating a excavator and/or backhoe;
- Cleaning and unstopping sewer lines using sewer jetting equipment;
- Conducting video inspections of sewer mains to determine pipe condition;
- Repairing sewer pipelines;
- Transporting equipment;
- Maintaining detailed records of daily work assignments;
- Operating a variety of trucks to include dump trucks with trailer, tandem dump trucks, tractor-trailers, rubber/ tracked excavators, ditch master trucks, pay loader, flusher truck/ water tanker, small paver, backhoe, rubber tire roller, service truck, hole auger and pole truck, bucket truck, concrete truck, chipper spreader, vactor, snow removal equipment, street sweeper and complex hydraulics, small cranes, tractors/ mowers, operation of sewer jet and other equipment as required to be used to install and repair storm water infrastructure;
- Removing debris, vegetation, sludge, earth, or broken pavement and loading trucks for transport;
- Locating and exposing underground structures or pipelines;
- Preparing or restoring work site.
This position is considered an Essential Personnel, which means that the incumbent is required to work when the City is closed due to public emergencies, critical or hazardous conditions or inclement weather.
Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of complex heavy equipment and vehicles, and traffic safety. Knowledge of safety rules regarding the operation of various equipment and tools, usage of various tools and basic math. Demonstrated skill in oral and written communication, generating, completing, and distributing reports and other forms; and customer service. Skill in operating equipment in the Equipment Operator and Equipment Operator, Senior classifications, as well as operating equipment and vehicles mentioned above and map reading. Ability to organize, problem-solve, manage time effectively and pay attention to detail when working in an environment with electrical, power, water and gas lines.
MINIMUM TRAINING AND EXPERIENCE:
- High School Diploma or GED;
- Two years of experience at the Equipment Operator, Senior level;
- Training in equipment used at this level of assignment;
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- A valid Driver's License with a satisfactory driving record;
- A valid Commonwealth of Virginia Driver's License within 30 days of hire;
- A valid Commonwealth of Virginia Commercial Driver's License with proper endorsements in accordance with Division of Motor Vehicle regulations.
PREFERRED TRAINING AND EXPERIENCE:
- Experience working in Storm Water environment;
- Experience as a lead foreman or supervisor;
- Flagger Card: VDOT Basic Work Zone;
- OSHA 10 and 30 Card;
- Class A combination CDL;
- Experience operating backhoes, bobcats, vactor trucks and excavators of various models and sizes around utilities;
- Tanker "N" Endorsement is strongly preferred.
