Engineer, Principal - Capital Project Management Division (Unclassified)
This class provides professional civil engineering administration and management for a variety of public services and construction projects. Incumbents provide supervision and management of engineers and technical staff for large and complex citywide projects, which may be highly visible or politically sensitive. As assigned, work may include supervising construction from conception to close-out; defining project scope, operational problems, and specific needs; managing the engineering design process; providing technical expertise to projects; serving as the City's key staff contact for architects, engineers, consultants, and outside agencies; managing work assignments, project scheduling, and budgets; reviewing specifications and drawings; inspecting job sites as required; coordinating project standards and procedures; preparing bid documents; reviewing and approving invoices, change orders, and design scope changes; attending or facilitating meetings; researching and compiling complex information and preparing complex reports; attending public meetings and making public presentations; assisting in budget preparation; maintaining project records; and coordinating with outside entities.
Incumbents assigned to traffic engineering provide engineering for short and long-range transportation safety and mobility for public surface users. Incumbents review traffic impact studies and develop engineering standards related to traffic control. Work may include monitoring of grant funds, special funding, revenues, and expenditures; reviewing traffic impact studies; developing engineering standards related to traffic control; processing transportation permits for special use activities; and processing and responding to citizen requests.
As assigned, incumbents may supervise professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.

The City of Richmond Department of Public Works is seeking a highly qualified candidates to fill the position of Engineer, Principal in the Capital Projects Management Division. The incumbent is responsible for managing and administering multi-faceted and complex federal-, state- and locally funded transportation projects to include the design and construction of major streetscape, roadway, traffic, drainage, and bridge projects.
Duties include, but are not limited to:
- Managing engineering design of assigned projects defining scope of project, preparing schedules and preliminary cost estimates, spending schedules, design drawings and specifications, and budget cost estimates;
- Determining major aspects of project design, such as equipment, specifications, inspections, and testing;
- Evaluating detailed construction plans and specifications;
- Supervising staff and consultants and determining work assignments;
- Meeting with project coordinators, such as consulting engineers, City representatives, and contractors and preparing meeting minutes and issues reports;
- Determining projected needs/use levels according to established models;
- Coordinating operations schedules and preparing progress reports
- Preparing and presenting capital budget recommendations monitoring, reviewing, and controlling expenditures, budgets and contract design;
- Preparing design and cost estimates and submits requests for supplemental funding;
- Attending budget review meetings;
- Maintaining logs, tracking systems, and specialized databases;
- Entering, retrieving, and analyzing data, prepares reports, and entering routine, technical, and specialized data into department computer system.

QUALIFICATIONS, SPECIAL CERTIFICATIONS AND LICENSES
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's Degree in engineering;
- Five years of professional engineering experience;
- Two years of supervisory experience preferred.
PREFERRED TRAINING AND EXPERIENCE:
- Professional Engineer (PE) license is preferred;
- Five (5) or more years of experience managing large scale ($5 million or higher) transportation related projects from design through construction.
LICENSING, CERTIFICATIONS, and OTHER SPECIAL REQUIREMENTS:
- Some assignments may require a Professional Engineering (PE) Registration;
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
