Deputy Chief Information Officer - DCIO

Position Description:
The Deputy Chief Information Officer (DCIO) is responsible for the strategic and operational oversight of the following teams: Client Services, Academic Technology, Research Computing, IT Business Services, and the division’s Communication team. Reporting to the Chief Information Officer (CIO) the DCIO is an essential member of the IT executive leadership team and is a key advisor to university leadership. The DCIO works in partnership with the other IT executive leaders on the CIO team including the Chief Technology Officer (CTO), Chief Information Security Officer (CISO), and Chief Data Officer (CDO). The DCIO provides direct support to the CIO function and acts in the CIO role as needed.
Key duties:
In addition to managing the units of oversight, the DCIO assists the CIO and the IT leadership team in being responsible for the following:
- Oversees the budgets and controls expenditures for the IT division.
- Conducts technology procurement reviews for all technology purchases at the university.
- Leads workforce development and analysis efforts as well as IT talent management that includes recruitment, retention, and professional development of the IT workforce.
- Conducts regular assessments of IT services and processes for effectiveness and regularly evaluates the service delivery being provided to IT partners and stakeholders.
- Participates in the development of all central IT management operating policies, procedures, standards, and guidelines.
- Optimizes IT demand management, resource planning, operational changes, efficiencies, and cost savings.
- Manages the operations of the Office of the CIO in collaboration with the Business Office Manager and the CIO’s Chief of Staff.
- Partners with the CIO and the IT Communication Manager on effective messaging, branding, and engagement with the university community of students, faculty, and staff.
Required Qualifications:
- Bachelor’s degree OR an equivalent combination of education, training, and/or experience.
- Extensive experience directly related to the position that includes significant experience in a leadership role supporting multiple teams.
- Experience managing tactical and strategic operations in an IT organization with a commitment to cost-effective innovation.
- Progressively responsible experience supporting/managing a technically complex project management portfolio.
- Demonstrated experience building, leading, and supporting technical teams that foster relationships, achieve meaningful results, and enrich the experience of the workforce.
- Experience managing complex budgets, ensuring efficient financial operations, reviewing contracts and procurement activities, and overseeing/approving unit human resource management activities.
- Demonstrated leadership skills in managing senior organizational leaders.
- The proven ability to lead technical teams, manage projects, and develop human capital, with a keen understanding of the various units in an information technology organization.
- Possess a service-oriented mindset with a focus on empowering others by using a collaborative and partnership leadership style.
- Demonstrated understanding of cloud computing strategies, implementations, best practices, vendor management, and customer support.
- Outstanding interpersonal and collaboration skills with the proven ability to partner with colleagues across an organization; build consensus; champion ideas; develop collegial relationships with a broad range of constituencies, foster collaborative interactions, and view issues from a whole institution perspective.
- Expertise in leading enterprise-wide change in an accelerated innovation environment, identifying and implementing emerging technologies.
Preferred Qualifications:
- Advanced degree in business, information technology, data analytics, cyber security, or a similar field.
- Experience in a comparable role of Deputy CIO, AVP, VP, or similar.
- Experience in a Director level role of information technology at an institution of higher education.
- Management experience overseeing one or more technology units supporting service management, client services, academic computing, and/or research computing at a leading public research university.
- Experience with enterprise project implementations like enterprise resource planning (ERP,) systems, learning management systems (LMS,) or customer relationship management (CRM) systems in a complex environment.
- Demonstrated experience in recruiting, developing, and retaining one or more teams.

- Information Security: This position requires administrative access to the College’s information systems and/or sensitive College data. The incumbent is expected to be aware of and adhere to the Information Security policies of the College as well as all applicable federal, state, and local laws. Additionally, the incumbent is expected to follow information security best practices applicable to their job area and to pursue information security training and awareness opportunities when possible.
- This position may require additional hours beyond the typical work week, including occasional overnight and weekend work as needed to meet the business needs of the operation.
