The purpose of this class is to provide oversight and manage the day-to-day operation of assigned College division or function including the management of in-person and the centralized batch enrollment systems to align with the student information system and Enrollment Services Centers at CCBC.

This position may be located on the Essex, Catonsville, Dundalk or Owings Mills Campus.

Bachelor's degree in business, management, administration, or a related field and five years of experience working in higher education, business or management or preferably Enrollment Services or a Registrar's Office. Master's degree is preferred. Five (5) years of supervisory experience and customer service required.

Knowledge of and experience with state, external agencies and college regulations governing academic and enrollment policies, i.e. FERPA, MHEC, COMAR, AACRAO. Experience with student information systems, preferably Banner ERP and Proficient with Microsoft applications.

Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field. Generally, employees are hired in the lower third of the scale.

  1. Provide leadership and supervision of assigned college division and function.
  2. Assist the Senior Director of Enrollment Services (Registrar) to manage the overall day-to-day operations of assigned function.
  3. Plan, coordinate, and implement projects, programs and/or initiatives.
  4. Develop and implement goals and objectives in coordination with senior management.
  5. Design, program, test, implement, and document local updates to systems to enhance business processing efficiencies or a required change in service delivery.
  6. Execute quality control through edits and reports to improve data quality.
  7. Prepare, analyze, and provide reports as requested.
  8. Review, update, and develop business processes.
  9. Supervise, advise, and evaluate assigned staff.
  10. Serve as liaison between college departments, vendors, government agencies and/or other external organizations.

  1. Responsible for the management of the Centralized batch enrollment process and campus-based Enrollment Services Centers, International student services and Shared Services Center.
  2. Deliver quality and timely student-centric support on all campuses
  3. Hire, mentor, supervise, evaluate, and provide training and development to staff within the centers.
  4. Work with other college departments, (including Admissions, Financial Aid, Student Accounts, Student Central, and IT) to ensure the college's SIS (Banner) is properly configured to capture and report student data and all functionality of the system is optimized in support of efficient and robust operations.
  5. Oversee the department operating budget following college funding guidelines
  6. Ensure Enrollment Services compliance with MHEC reporting standards and regulations.
  1. Research and resolve discrepancies in student enrollment records; assist in researching student appeals.
  2. Oversee/direct staff work in relation to document processing for compliance.
  3. Responsible for staying abreast of legislative changes impacting the College and assisting the Senior Director to partner with the other institutional departments when opportunities present themselves to respond to pending legislation.
  4. Serve as the point of contact in trouble shooting technology and operational issues related to the Enrollment Services/Registrar's unit, which includes providing technical support for registration, admissions application, and other systems.
  5. Develop processes to review student information to ensure data quality, identify opportunities for improved business protocols related to data integrity, and develop solutions for seamless enrollment processing.
  6. In consultation with the Sr. Director Enrollment Services/Registrar, annually identify, prioritize and implement process improvements within the Enrollment Services/Registrar's unit to increase student success, improve department efficiencies, reduce costs, and support student customer service.
  7. Attend related training sessions, seminars, and conferences to enhance knowledge of student information systems and other technical skills.
