Chesterfield County's Registrar's Office is seeking an Absentee Voting Manager to coordinate and manage the absentee voting process. Monitor changes in federal and state election laws, directives, and policies to determine impact upon absentee and early voting election processes, procedures, and operations in Chesterfield County. Develop, update, maintain, and provide training for officers of election. Handle all logistics and staffing of early voting process. Manage, secure, and reconcile all ballots received, issued, and any surplus per election. Recruit, train, direct and evaluate the work of a large group of full-time and seasonal absentee and early voting staff. Supervise, train, and evaluate the work of staff. Perform other work as required.
Successful candidate will possess a bachelor's degree in business administration, public administration, or a related field; four years working in an elections office or working with absentee voting or early voting; three years of supervisory experience; or an equivalent combination of training and experience. Experience in training strongly preferred.
Must be a registered voter in the Commonwealth of Virginia; and possess a valid driver's license. Considerable knowledge of federal, state, and local laws, rules, regulations, ordinances, and procedures relating to the absentee voting and early voting in the Commonwealth of Virginia; Demonstrated skills in project management. Ability to coordinate a variety of interrelated areas of election preparation; to interpret, explain, and apply federal, state, and local laws, policies, procedures, codes and regulations; to read, understand, and analyze legal terminology relating to elections; to work under pressure; to make quick, critical, and impartial decisions; to operate a personal computer and related software and other standard office equipment; to communicate effectively orally and in writing; to develop and maintain effective working relationships with internal and external customers; to train, assign, and direct the work of volunteers and staff, including officers of election.
Current valid driver's license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or a major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Record must reflect at least three years of history and be dated within thirty days of interview date.
