Chesterfield County's Information Systems Technology Department is seeking a Business Analyst Practitioner. This role will work out of the Information Systems Technology (IST) Project Management office. The IST Project Management Office is expanding its charter to include the execution of business analytics and process engineering excellence. The role will be responsible for establishing and overseeing an intake prioritization rubric and execution process for business analysis and process engineering request. Will be a practitioner - leading by demonstration to build proficiency - and ultimately foster community growth to establish center of excellence in business analysis and process engineering. Understands, adheres to, and uses Certified Six Sigma Green Belt Body of Knowledge (CSSGB BOK) tools, techniques and lifecycle. Demonstrates awareness of the application of Information Technology Infrastructure Library (ITIL) to guide process engineering efforts in the alignment of IST services with business needs.
Builds foundation for judicious and appropriate application of varying scales of process modeling to incorporate tools and techniques supported by six sigma - as well as alternative dynamic, lightweight approaches associated with Agile manifesto or KanBan techniques. Recommends analysis tools and environments to be in place to execute the approved process analysis strategies; makes proactive recommendations to optimize the toolset utilized by the teams. Creates and manages high quality documentation for Process Model Management and business analytics. Understands the full development lifecycle and the key roles provided during each stage. Awareness of the differences in SDLC approaches (e.g. agile, waterfall, rapid development) and the implications they have for requirement definition, process design and execution. Understands how technology is architected, designed, tested, and deployed. Provides consultation and subject matter expertise related to analysis and stewardship; applies broad knowledge of various technical functions to accurately anticipate and provide guidance on organizational impacts. Understands the role of business process and requirements elaboration in project management and software development.
Acts as a critical link between the technical design team and the business area that has made the request to introduce tools and artifacts to capture and convey business needs and technical designs. Builds aptitude in targeted areas of both the business and IST organizations for similar mentored growth of the role and skills for operational and project teams. Implements practices, tools, and standards to ensure that the technical solutions being developed are proportionally representative of the business needs and articulated appropriately to satisfy the needs of the business. Leads by example and creates programs to build enterprise proficiency to write clear and concise requirements (or user stories) into specifications that enables development of the desired capability. Demonstrates awareness of how requirements, testing, and defect management can affect project quality and schedule. Understands the importance of satisfying user needs through these activities.

Successful candidate will possess a bachelor's degree in Information Systems or related field; or an equivalent combination of education and experience. Two to five years establishing a team or serving on a team providing business analysis and process engineering center of excellence for a medium institution preferred.
Also preferred: two to five years of exposure to Professional Business Analysis (PBA); Scaled Agilist (SA) or Team KanBan Practitioner (TKP) certification paths or application of methodologies desired. Ability to apply analytical and estimating techniques in order to assemble, propose, and quantify business cases and process improvement costs. Ability to use process and quality tools and apply the rights ones to fit the defined need. Required certification as Six-Sigma Green or Black Belt (SSGB, SSBB). Pre-employment drug testing, FBI criminal background check and education/degree verification required.
