Business Continuity Manager

Salary $99,171.00 - $151,235.00 Annually

Minimum Qualifications
Minimum Qualifications:
Bachelor’s degree in management information systems, business administration, finance, or an equivalent work experience in information technology operations and/or IT management roles required; master’s degree preferred.
Minimum of five years of technology operations management experience with at least two years in a risk management position desired.
Three years’ experience managing/developing/supervising staff.
 
Pre-employment drug testing and FBI criminal background check required. 
 
This position is subject to working in high security areas governed by the US Department of Justice’s “Criminal Justice Information Services (CJIS) Security Policy” and therefore requires successfully passing a more stringent criminal background check. Must be a US citizen or have been a lawful resident of the US for the past ten consecutive years.
 
Job Summary: 
We are seeking a highly skilled and experienced Business Continuity Manager to join the Chesterfield County Information Systems Technology team. The successful candidate will play a crucial role in ensuring the continuity and resilience of county business technology operations during unexpected disruptions or crises. This position involves developing and implementing comprehensive continuity of operations plans and disaster recovery strategies, conducting risk assessments, and coordinating recovery efforts. Perform other work as required.
 
Key Responsibilities: 

Develop and maintain a business recovery plan and procedure, reviewing, revising, and expanding existing plans and protocols as necessary. 
Conduct business technology risk assessments associated with assuring operability and availability of the county’s technology estate, including analyzing the potential business impact of unpredictable business interruptions such as key technology component failures, natural disasters, security incidents, legal claims, and market disruptions. 
Collaborate with IST staff to develop and implement best practices to protect and restore data and systems in the event of service disruption based on technology failures, natural disasters, viruses, hackers, or other unplanned events. 
Identify and implement recovery operations and methods to allow the organization to function at limited or partial capacity if part or all of the infrastructure is damaged or destroyed. 
Create and facilitate practice drills for plan execution and develop and provide staff training on risk management and disaster recovery. 
Work with the county’s Emergency Management Coordinator and staff, as well as other local resources, state, and federal agencies, to align the IST department's emergency management plan with established best practices and community standards. 
Additional Requirements: 
Thorough understanding of risk management and excellent strategic, problem-solving, and analytical skills. 
Ability to think through hypothetical situations and concepts and to identify risks and weaknesses in various business processes. 
Ability to collaborate with others to develop an emergency plan and excellent communication skills. 
Proficient with IT service management software and related collaboration and productivity tools, such as the O365, Teams and MS Project. 
Working Conditions: 
Prolonged periods sitting at a desk and working on a computer. 
Must be able to lift up to 15 pounds at times. 
 Additional Information: 
The Business Continuity Manager will collaborate with IST leadership, Emergency Management team, and department directors to develop and implement plans to anticipate, address, and mitigate the effects of various business interruptions. 
The role requires a strategic mindset and a proactive approach to foresee potential disruptions and devise robust response strategies. 
The Business Continuity Manager must ensure the organization remains agile and resilient, capable of withstanding and rapidly recovering from adverse events. 
The role of Business Continuity Manager plays an integral role in enabling IST to proactively assess and prepare to mitigate potential disruptions while safeguarding business technology operations, ultimately ensuring the long-term success and stability of the county.
