Chesterfield County is seeking a Chief Financial Officer to provide leadership and direction to the Finance and Administration Division of the Department of Utilities to include financial operations, customer service and billing, field services, and new construction. Responsible for financial planning and determining rates to support the department's operations and capital needs. Coordination of the operating and capital budgeting processes. Monitor revenues, expenses, and compliance of contracts for providing and receiving water and wastewater service with neighboring jurisdictions and authorities. Advise Director on financial issues. Perform other duties as required.
Successful candidate will possess a bachelor's degree in Finance, Business, Accounting, or related field and ten years of experience in positions involving financial management, with at least five years in a supervisory capacity; or equivalent combination of training and experience. Master's degree or CPA preferred; some work experience with a local government water and wastewater utility is desirable. Considerable knowledge of financial management practices and utility rate structures; monitoring operating budgets and capital improvement programs; personnel management; ability to effectively communicate, analyze and make decisions; use computers and related software; prioritize multiple tasks; team building and customer service.
