Chesterfield County, Virginia (Richmond-Metro Area), a recognized leader and award-winning local government, is seeking an individual with strong technical leadership qualities and management experience to serve as Deputy Chief lnformation Officer (CIO). The successful candidate shall lead the delivery and support of business applications and advanced solutions across the enterprise.
The Deputy CIO will serve as the Assistant Director for the Information Systems Technology (IST) department, responsible for managing the day-to-day activities of the application development staff, business relationship managers, website development personnel, data analysts, GIS personnel and application support personnel. The successful candidate will report to the Chief Information Officer and work closely with other IT department leadership as well as county department heads to execute a shared strategic vision for technology in a progressive and diverse community. The successful candidate must be able to assess technology enhancement and system modernization opportunities for the organization and shepherd their integration into the county's business solutions for the departments and for the enterprise.
This dynamic individual will lead and manage the county's information technology applications systems, exercise oversight in the areas of data analytics and data governance, drive e-government initiatives with a focus on creating citizen-centric web services, and implement cloud architectures and solutions. This includes multiple environments such as Microsoft Azure platform as a service, Microsoft Power Apps, Microsoft Office 365 suite of productivity tools, low code / no code environments, C#, .Net, web technologies and emerging technologies.
The Application Services Manager will also:
• Drive adoption of new software development methodologies and technologies such as DevOps, artificial intelligence, cloud and cutting-edge environments.
• Guide the vision, development and support of the enterprise GIS tools and websites.
• Lead the county in leveraging the enterprise data warehouse, adopting forecasting models to enable projects for civic infrastructure and capital projects.
• Execute strategies to effectively manage a mixed environment of COTS, internally developed and cloud based application solutions.
• Contribute to project management and information security management initiatives with other senior IT leaders in the department.
• Contribute to the staff development priorities in the department including the Career Development Plan process, training initiatives and retention initiatives.
• Manage and direct development of the county website www.chesterfield.gov and all internal collaboration websites.
• Develop relationships with county leaders, business partners and vendors to facilitate planning and implementation of systems across the enterprise.
• Work with the CIO and county administration implement the technology project portfolio management plan, technology modernization plan and annual budget for the department.
• Guide the design and adoption of information technology software architecture standards for the county.
• Manage capital and operating budgets, work with Procurement Officers to drive solutions of projects, and manage vendor performance.
• Perform other work as required.
Applicants must possess a bachelor's degree in information technology or related field (Master's Degree preferred) and a minimum of eight (8) years of progressively responsible managerial and leadership experience in technology, including four (4) years of technology experience in a senior management capacity with a comparable organization, or an equivalent combination of training and experience. Demonstrated success within a software development and support organization and practical knowledge of software development practices is required. Local candidates are preferred.
A pre-employment drug test, an extensive FBI background check, and education/degree verification are required. This position is subject to working in high security areas governed by the US Department of Justice's "Criminal Justice Information Services (CJIS) Security Policy" and therefore requires successfully passing a more stringent criminal background check.
