The IST GIS Team: 
There are many departments and teams in Chesterfield County government using GIS. The Information Systems Technology (IST) Department has a core GIS team that is a resource for all the departments, employees, and county residents. The team maintains authoritative databases, facilitates collaboration between departments, offers leadership on data and mapping standards, performs advanced analysis, and offers enhanced GIS and spatial data capabilities. The team works closely as partners with other internal technology teams, and with outside partners and vendors.
 
GIS Specialist Role: 
The GIS Specialist will work in the Information Systems Technology department under the direction of the GIS Manager/Architect. The role of this opening will be flexible and be tailored to match the qualifications, experience, and career outlook of the candidate. The IST GIS Team includes several GIS Analysts, Specialists, Developers, and Architects.
 
A good candidate for this position will need experience and the motivation to grow in this role beyond their experience. Experience should include most of the following:
 
Required Minimum Skills, Qualifications and Experience:

  • Graduate from an accredited college with a Bachelor’s degree in Geography, Geographic Information Systems, or similar field.  An equivalent combination of education and experience will be considered.   
  • One to five years of experience acting as a GIS Technician, Specialist, or Analyst, two or more years preferred.
  • Use of typical GIS analytic techniques to gain insights into problems, explore data, generate new questions, and deliver insights.
  • Must have demonstrated experience with spatial concepts, cartographic techniques, geodatabases and feature class editing.  
  • Experience using the common ESRI suite of products, services, and solutions for typical GIS tasks such as: digitizing data, producing printed and digital cartographic outputs, editing data, and spatial analysis.
  • Must be able to work both independently and within a team environment on daily tasks and priority projects. 
  • Excellent communication and interpersonal skills are required as is being an effective team player. 

 

Desirable Skills and Experience:  

  • Skill and experience using ESRI’s ArcGIS Pro and Workflow Manager 
  • Experienced editing and maintaining spatial data and feature classes in an enterprise GIS system.
  • Experience with the land development process typically used by large municipalities. 
  • Experience using data managed and maintained in ESRI’s parcel fabric. 
  • Able to work with non-GIS users to determine and evaluate their geospatial requirements, make recommendations on solutions, and work on the implementations of solutions. 
  • Dedicated to providing quality customer service to the development and construction community working in Chesterfield County
  • Candidates must have an active curiosity to learn new skills to expedite production and customer service and be motivated to grow in this role beyond their current experience. 

Pre-employment drug testing, FBI criminal background check and education/degree verification required. This position is subject to working in high security areas governed by the US Department of Justice’s “Criminal Justice Information Services (CJIS) Security Policy” and therefore requires successfully passing a more stringent criminal background check.   Must be a US citizen or have been a lawful resident of the US for the past ten consecutive years.
