Chesterfield County's Information Systems Technology Department is seeking an Information Security Engineer to provide governance, risk, and compliance duties for county systems. Additional duties will include Security Architecture Design, Vulnerability and Threat Management, Configuration Management, Incident Response and Business Continuity, Compliance Support, and Innovations with emerging technologies. Creation and completion of system security plans (SSP) and Plan of Action Milestone (POAM) security tracking. Assist with internal audit tasks. Perform analyses of security logs (SIEM). Assist with security awareness training and Phish testing. Perform other work as required. This position is a part of an approved Career Development Plan (CDP) and offers career progression opportunities and salary incentives, as funding permits, based on performance, qualifications, and experience.
PLEASE NOTE: Must maintain personal mobile technology as a condition of employment. Successful candidate will possess a bachelor's degree in information systems or related field and eight years of experience with information security; or an equivalent combination of training and experience. CISSP Certification required; additional industry security certifications preferred. Professional skills with a strong information security background as well as extensive knowledge and experience in securing county government technology is expected. Leadership skills and expertise is essential managing information security aspects of Network Security, Incident Response, Cloud Architecture and Security (Azure, Office 365, etc.), IAM Technologies (identification, authentication, authorization, SSO and encryption methods). Must be able to perform security assessments; to include vulnerability scanning and penetration testing. Knowledge, understanding, and experience applying CJIS Security Policy, PCI Compliance guidelines, HIPPA requirements, Data Loss Prevention (DLP) policies and other regulatory security compliance configurations is a plus.
Pre-employment drug testing, FBI criminal background check and education/degree verification required. This position is subject to working in high security areas governed by the US Department of Justice's "Criminal Justice Information Services (CJIS) Security Policy" and therefore requires successfully passing a more stringent criminal background check.

Administrative Ability
Ability to plan, organize, direct, coordinate and administer the procurement services and initiatives of the Procurement Department; effectively report on procurement activities to senior management; participate in legislative and other professional and innovative efforts to enhance the procurement functions; foster cooperative working relationships with department staff, vendors/prospective vendors and members of the business community; develop and maintain effective record-keeping systems and procedures to ensure transparency; organize resources, establish priorities, and problem-solve; maintain continuity of information systems and technologies necessary to carry out the work of the department and for the benefit of users to include internal staff and providers of goods and services; supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
Business Specific Skills
Ability to successfully manage work activities and processes in accordance with established guidelines to include the Virginia Public Procurement Act, federal regulations when appropriate based on the use of federal funds, local ordinances and administrative policies. The director shall maintain transparency of all procurement operations and individual procurement actions to promote confidence in the government acquisition process. The director shall review specifications and terms and conditions in solicitations to ensure open competition and compliance with laws and regulations and execute resulting contracts. The director shall be skilled in successfully managing and understanding complex financial information, a strong working knowledge of market conditions for a wide variety of industries and fiscal management principles and procedures.

Excellent communication skills, including the ability to listen to and communicate with vendors, auditors, media and public; ability to partner and collaborate with local, state and federal entities; ability to maintain cooperative working relationships with County departments and School division staff, the business community, and a wide array of vendors; ability to effectively work closely with County Administration and Schools division to keep them informed on a regular and timely basis of important issues.
Qualifications
Education and Experience
Bachelor's degree in business administration, public administration, or a related field (master's degree preferred); ten years of progressively responsible procurement experience in the public sector, including eight years of supervisory experience in a senior management capacity; or an equivalent combination of training and experience. Certification as a Certified Public Procurement Officer (CPPO) is desired.
Ideal candidate will have excellent leadership and communication skills and proven experience in working in a multifaceted and diverse organization with related responsibilities for multiple functional operations and support services.
Good driving record, pre-employment drug test and extensive background check required.
