Chesterfield County's Information Systems Technology Department is seeking an IT Voice Services Manager to provide daily work direction for three full-time staff and one part-time staff person. Manage and maintain billing of Voice circuits, hardware maintenance, Comcast TV, and cellular devices. Project management over the design, development, coordination, installation, and maintaining telecommunication systems county-wide. Interacts and recommends solutions to senior level technical and department directors to resolve telecommunications problems and for analysis of new and existing systems. Supervises and coordinates with vendors and organizational staff the installation and planning of move and changes of service. Programs and oversees system changes to the PBX, Voicemail and CMS. Responsible for the monitoring of utilization levels and trends to determine quality of service of telecommunications operations. Implementation of Call Server Patches and Upgrades. Performs firmware upgrades for circuit cards and VoIP stations. Maintains telecommunication infrastructure and monitors to determine continued service levels. Provide on-call emergency support for assigned areas of responsibility outside of normal business hours. Provisioning, support and management of the following systems: Avaya Aura SIP telephone system. Avaya remote sites behind Corporate CM 8 system. Avaya S8300 Call servers, G650 and G450 gateways, Session and System Manager server platforms and functions. Avaya AAM, Avaya SBCE, Avaya CES Audio Management, Avaya CES Workplace including user support of workplace application. Avaya IPO systems, analog, digital, VoIP and SIP endpoints. Avaya CMS and Call centers including the writing of vectors and support for call center agents. Vera Smart CDR and County issued Cable Boxes and accounts. Perform other work as required.

Successful candidate will possess a bachelor's degree in computer science or related field and five years' experience in the telecommunications industry; or a high school diploma/GED and seven years of relevant experience; or an equivalent combination of training and experience. Understanding of the telecommunications industry with detailed knowledge of Avaya Media Servers, PRI Trunking, SIP Trunking, Centrex, Unix OS, Modular Messaging, E911, VeraSmart, Comdial systems, CentreVu CMS, and the ability to program the software and make system changes and manage large scale projects. The use of Word, Excel, PowerPoint and Visio are also required.
Current valid driver's license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by applicant and presented at time of interview. Records must reflect at least three years of history and be dated within thirty days of interview. Pre-employment drug testing, FBI criminal background check and education/degree verification required. This position is subject to working in high security areas governed by the US Department of Justice's "Criminal Justice Information Services (CJIS) Security Policy" and therefore requires successfully passing a more stringent criminal background check.
