Chesterfield County's Utilities Department is seeking a Principal Engineer. Responsibilities include day-to-day supervision of a team of professional and para-professional employees involved in the review of all manner of land development proposals for impacts to the county's water and wastewater utilities. This will include conducting engineering evaluations of wastewater system capacity for proposed development and expansion of existing industries; reviewing design hydraulic analysis for proposed water and wastewater lines; reviewing construction plans for conformance to Chesterfield County standards; assisting in the administration of the Water and Wastewater Assessment District Policy and in evaluating requests for service. Responding to internal/external inquiries and requests for information; assisting in the maintenance of up-to-date Water and Wastewater Facilities Plan and hydraulic models; some capital improvement project management. Perform other work as required.

Successful candidate will possess a bachelor's degree in civil engineering or closely related field and a minimum of five years of experience in design, construction and/or operation of public water distribution and wastewater collection systems including a minimum of one year of supervisory experience; or an equivalent combination of training and experience. Considerable knowledge of land development principles and practices required. Five years or more of experience in the management of capital improvement projects preferred. Knowledge and working skill in the use of a personal computer; good oral/written communication and public relations skills necessary; use of water and wastewater hydraulic computer programs and construction plan review desired. Ideal candidate is an exceptional communicator who promotes a true team environment while mentoring and coaching staff on technical and personnel issues. Ability to evaluate situations and make "on the spot" decisions regarding policy and design considerations; excellent "people skills" and ability to exhibit diplomacy when interacting with the public, development community and county personnel.
