Chesterfield County's Department of Environmental Engineering is seeking a Stormwater GIS Analyst to assist the Stormwater Permit Manager with activities relating to the coordination and implementation of the Storm Sewer Infrastructure Management program, part of the county's VSMP permit. Utilize GIS and other software tools to create, maintain, update, analyze and manipulate the stormwater map layers in the GIS database. The stormwater map layers are comprised of GIS data that includes, but is not limited to: impervious cover, stormwater infrastructure, stormwater drainage areas, county Municipal Separate Storm Sewer System (MS4) service layer, etc. Coordinate with the Treasurer's office to collect and transfer parcel and pertinent GIS data as relating to stormwater utility fees. Performs spatial analysis and database queries on parcel stormwater utility fees for county residents/businesses. Perform complex analysis of attribute data in various GIS data layers for reports, maps, and in response to special requests. Frequent individual reports are produced throughout the year documenting the results, progress and assessments of MS4 GIS layers. Assist in the development of technical reporting in compliance with the county's stormwater management permit. To be incorporated in the above reporting, incumbent will compile information concerning the MS4 GIS layers and its data; and develop mapping products and graphics. Perform other work as required.
Successful candidate will possess a bachelor's degree in geographic information systems (GIS), geography, engineering or a related field; two years of work experience in GIS or an equivalent combination of training and experience. Associate's degree in computer science, computer-aided drafting or related field and five years of work experience in GIS will be considered as well. Certificate from ArcGIS training class or equivalent preferred. Knowledge of Virginia stormwater permit requirements related to the implementation of Virginia Stormwater Management Program (VSMP)/Municipal Separate Storm Sewer System (MS4) permit is preferred. The position requires the ability to compile, analyze and interpret geospatial data. The position also requires the ability to plan and develop projects that will interpret and graphically represent the data that is collected as part of the stormwater utility fee and MS4 permit requirements. The position requires the ability to organize large amounts of information, plan projects and think creatively. The position requires the ability to work independently or as a team member on multiple projects.
Incumbent must have excellent oral and written communication skills and the ability to manage multiple tasks in a timely manner. Working knowledge of principles, practices, concepts and techniques of Geographic Information Systems (GIS); of GIS applications, programming languages and development tools. Skill in utilizing computer aided drafting and mapping tools and programs including AutoCAD software and ESRI-based GIS software and its applications; in utilizing a personal computer and related software and other standard office equipment. Ability to collect, interpret and integrate relevant data from multiple sources; to effectively communicate orally and in writing; to develop and maintain effectual working relationships with internal and external customers. Good driving record required. Based on the Virginia point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or a major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by the applicant and presented at time of interview. Record must reflect at least three years of history and be dated within 30 days of interview. Pre-employment drug testing, FBI criminal background check and education/degree verification required.
