Payroll Specialist
hThe National Center for State Courts is an independent, nonprofit court improvement organization located in Williamsburg, Virginia. NCSC's services – research, information services, education, consulting, association management, and technical assistance – are focused on helping courts implement improvements that promote efficiency and effectiveness, while ensuring access to justice, timeliness, and procedural satisfaction.
The Human Resources department of the NCSC is seeking a Payroll Specialist to carryout payroll processing activities in support of bi-weekly payroll cycle and to support activities related to the benefits administration function.
Duties and Responsibilities:
Specific duties and responsibilities for the position include but are not limited to the following:
Monitors timekeeping system; runs reports and informs the payroll supervisor of missing entries or timesheets;
Collaborates with the senior HR specialist and HR specialist responsible for on-boarding of employees to gather payroll source documents necessary for processing payroll new hires and payroll changes;
Processes the bi-weekly payroll and special payrolls for review and certification by payroll supervisor;
Collaborates with accounting office in balancing labor to payroll and providing other payroll information necessary to accounting processes;
Reviews timesheets to determine if overtime payment is required; calculates overtime payments if necessary; keys hours for hourly workers to the payroll system for payment;
Assist in year-end payroll processing activities to include production of W-2 forms, collecting and keying transactions such as allowances and other taxable income to be reflected in W-2 compensation, preparing ACA required reports;
Compiles payroll data such as hours worked, time tracking, taxes, insurance, and garnishments to be withheld;
Assist with maintaining leave accrual balances and updating APL accounts; responds to employee inquiries regarding leave balances and use of restricted codes;
Resolves routine issues related to payroll processing and maintenance; and makes payroll supervisor aware of issues; Responds to inquiries for employment verification;
Supports benefits administration performing activities to include paying invoices, keying enrollment information for new hires, changes, and open enrollment.
Minimum Qualifications:
To be considered for this position, applicants must possess the following qualifications:
A Bachelor's degree in accounting, business, or related discipline; or a combination of education and experience that demonstrates the ability to perform the duties of the position;
Three or more years of experience performing payroll processing and support duties for a mid-size organization using automated payroll and accounting/time collection systems is required; experience in multi-state payroll processing desirable. Experience using ADP Workforce Now and CostPoint/Deltek preferred;
Ability to independently fulfill primary duties of the position using experience and knowledge of payroll, financial and administrative policies and procedures;
Ability to work effectively as a team member in a customer focused department;
Proficiency in using Microsoft Office Suite and Outlook for developing reports and communicating.
Supplemental Information:
Position may be eligible for hybrid remote status following initial onboarding and training period.
