NCSC is looking for an experienced Project Accountant to join our Accounting & Finance team. This role is eligible to work remotely with the ability to work in the Headquarters office, Williamsburg, VA, twice a month (every other Thursday).
 
The Project Accountant position provides professional accounting services for both domestic and international grant and contract projects. Responsibilities include project compliance monitoring; reviewing and coding transactions; preparing and reviewing financial reports and invoices; serving as liaison with project staff concerning issues related to project costs, accounting, and billing; assisting in the review and reporting of balances; and maintaining familiarity with all federal regulations.

Duties and Responsibilities

 

  • Demonstrates conduct that upholds the basic Core Values of NCSC 
  • Classifies, analyzes, and reconciles complex financial data
  • Reviews and interprets budgets, fully executed client agreements, state and federal laws, regulations, and guidelines
  • Creates budget reports that will be the basis of seeking prior approval from the Grant Officer before such costs are incurred
  • Interfaces with the Grant Officer's Representative regarding any ad hoc reporting requests
  • Prepares invoices and quarterly reports for assigned projects
  • Monitors program plans and up-coming activities for "special and unusual costs" not included in the approved summary and detailed budgets
  • Works with international field office staff on a continuous basis throughout the month to ensure that transactions in field office accounting systems are complete and accurate and have the necessary supporting documentation
  • Reviews field office fiscal reports and posts related transactions to the general ledger
  • Manages assigned general ledger accounts and monthly reconciliations
  • Maintains written records to support all allowable direct and indirect costs
  • Provides support for the NCSC annual financial audit, federal Single Audit, and other audits as needed

 

Qualifications

 

  • Bachelors degree in accounting or finance or other related field
  • 2+ years' experience performing accounting support in a government contract environment 
  • Knowledge of GAAP at a level that demonstrates the ability to perform duties and responsibilities of the position independently and to achieve outcomes that meet required standards
  • Deltek/Costpoint knowledge, preferred 
  • Supporting projects funded by USAID and other donor agencies/organizations, preferred
Additional Skills & Abilities:
  • Knowledge of federal rules/reporting, 2 CFR 200, Standard Form (SF) 270, SF 425 and VAT
  • Interprets and applies grant and contract regulations to specific projects
  • Excel proficiency in building spreadsheets, preparing reports, and manipulating data
  • Grant and contract administration experience 
  • Solid understanding of financial accounting principles 
  • Experience with standard financial systems 
  • Understanding of indirect cost rate structures

 

Additional Information

The annual starting salary for this role is between $58,240 - $65,000, factors which affect starting pay within the range include skills, education and experience and other qualifications as it relates to the position.
