Capital Project Account Manager (00245A)
Procurement Services at Old Dominion University is seeking candidates for the Capital Project Accounting Manager (full-time, 12-month) position. The primary objective of this position is to provide dedicated financial analysis/reporting and expenditure tracking assistance for capital outlay, maintenance reserve, and renovations projects, in accordance with generally accepted accounting principles and purchasing procedures. To ensure compliance of the university’s capital outlay and maintenance reserve project with generally acceptable accounting principles, the Commonwealth of Virginia Construction and Professional Services Manual (CPSM), and University procurement and payment procedures. This position serves as primary point of customer service and University coordination with General Contractors with regards to invoices, payables, and project expenditures and compliance with the CPSM. Provide capital project accounting, management and information to University employees and third parties. Prepare monthly, quarterly and year-end working papers for capital projects, year-end financial reporting for Construction in Progress. Reconcile all project activity, debt financing instruments, and long-term liabilities. This position collaborates with and provides capital project accounting, management and information to Procurement Services, Accounts Payable, Project Managers, the Office of Planning & Budgeting, the Office of Finance and other campus stakeholders to ensure the appropriate financial monitoring, reporting and prompt payment of invoices of project expenditures.
The position works independently to review, approve, and subsequently reconcile the project budgets, contracts and contract change orders, purchase requisitions, vendor payments, and internal charges for all applicable projects. Monitoring and allocation of project management expenditures to respective projects applying knowledge of accounting principles to prepare monthly reconciliations of Banner Capital & Major Renovation financial activity into project tracking tools. This position prepares monthly, quarterly, and year end While the position works independently to perform these functional responsibilities, frequent and on‐going collaboration with the Office of Planning & Budget, Finance, Design and Construction Services, and Facilities Management staff is critical to its success.
Required Education: Considerable knowledge of financial accounting/general ledger reconciliation, encumbrance tracking, payables procedures and particularly, in relationship to the Commonwealth of Virginia Construction and Professional Services Manual.
Required Qualifications: Considerable knowledge of state procurement and finance policies, procedures and systems. Considerable knowledge of generally accepted accounting principles and their application to capital accounting. Considerable skill in word processing, database and spreadsheet programs. Excellent oral and written communication skills and ability to effectively communicate with various members of the campus community.
Preferred Qualifications: B. S. degree in Accounting/Finance or equivalent combination of education and experience. Extensive work experience with automated financial systems and their sub-system links. Extensive experience in capital accounting, reconciliation and reporting. Some experience with Banner for Higher Education, Commonwealth of Virginia Procurement System (eVA), Building Information Tracking System, Commonwealth of Virginia Cardinal Accounting System. Some applicable experience in Higher Education or large government agency.
