A more ambitious project, with 3000 beds and expanded childcare services, called Student Housing West, is projected to start phase 1 in early 2024. UCSC's Long Range Development Plan includes other significant growth the AVC for PDC will have a large roll in accommodating through development of a capital planning process and implementation of capital projects.

Position Summary

UCSC invites nominations and applications for the position of Associate Vice Chancellor for Planning, Design and Construction (AVC for PDC). Reporting to Vice Chancellor of Finance, Operations and Administration Ed Reiskin, the AVC for PDC is one of two AVC's in the Physical Planning, Development & Operations (PPDO) unit. PPDO is comprised of the combined resources of well-established departments on campus: Physical Planning & Construction, Physical Plant, Capital Planning, and Space Management.

The AVC for PDC is a strategic leader who is responsible for the successful development and implementation of campus wide capital programs. They are responsible for leading all capital projects and directs overall management of construction, including design, budget, standardized construction, and final inspection. The AVC for PDC is also responsible for campus planning, including capital, physical and environmental plans. This position is responsible for delivering a capital program exceeding $1 billion.

The AVC for PDC identifies objectives, manages financial and human resources, and works with a high degree of autonomy. They provide oversight and guidance on strategic planning relating to expansions and new facilities. They also bring state-of-the-art knowledge to bear in leading capital program planning and implementation for the campus, optimizing resources, project delivery methods and resource allocation to best meet the campus' significant capital needs.

Through subordinate managers, this position directs large and complex critical projects that impact the campus. The position leads a highly collaborative organization with a focus on customer service, financial accountability, innovation and stewardship. The AVC for PDC is responsible for ensuring all projects achieve programmatic, functional, and financial objectives.

Essential Functions and Duties

Leadership (65%)
  • Directs overall management of the entire construction process, including design, budgetary costing, standardized construction, and final inspection.
  • Serves as technical advisor and assists senior leadership on all planning and related project matters, exercising independent judgment and initiative when rendering opinions and making decisions having long-term impact on the organization.
  • Provides leadership expertise and engineering / architectural consulting services.
  • Recommends architectural and engineering planning and design procedures and standards.
  • Provides expertise in selection of design and construction professionals, in fee and contract negotiations, in project code compliance and regulations, in engineering and technical support, in organizational policy and procedures and in guiding project development.
  • Evaluates construction design and ensures adherence to the level of architectural quality and state of the art infrastructure reflecting the organization's vision.
  • Ensures adherence to building codes and zoning requirements.
  • Oversees the preparation of architectural, engineering, and cost estimates, functional studies, construction plans, specifications, and schedules.
  • Oversees negotiation of contracts and verifies adherence to schedules, terms, and conditions.

    Campus Planning (20%)
  • Leads campus in developing and evaluating financing strategies and coordinating with the Office of the President, the legislature, state, county, and local agencies.
  • Directs the capital planning program.
  • Manages the capital review process for capital improvement proposals and the development of priorities for the campus capital improvement program.
  • Develops and coordinates annual and multi-year capital improvement plans for state and non-state projects, including short and long-range facilities and infrastructure needs and associated resource requirements.
  • Advocates campus needs with the Office of the President, budget officials, and all external agencies on budgetary matters.
  • Manages independent contracts for the preparation of capital plans.
  • Coordinates planning studies related to the development of the campus long-range plans.
  • Oversees all physical and environmental planning for the campus.

    Management (15%)
  • Provides guidance to subordinate managers to resolve complex issues.
  • Ensures the overall monitoring and success of assigned functions and for integrating these activities with other campus units.
  • Leads senior managers to establish organizational strategic plans and goals that work towards ensuring compliance and effective management of units.
  • Hires, trains, provides feedback and professional development opportunities for direct reports.

    Education, Licenses and Certifications

  • A Bachelor's degree in related area and / or equivalent experience and / or training is required
  • A Master's degree is preferred
  • A License to practice in at least one of the following professions: architecture, engineering, urban design, city planning, or landscape architecture is required.

    Knowledge, Skills and Abilities

  • Expert knowledge of and experience in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design, and construction.
  • Ability to successfully navigate a large and complex organization with multiple decision-makers.
  • Expert written communication skills.

  • Expert interpersonal skills, including the ability to work effectively with and cultivate trust and credibility with multiple and diverse constituencies to advance organizational objectives.

  • Experience with economic development and facility investment to support facility development; ability to creatively address project funding and revenue generation.
  • Ability to develop long-range strategic plans, measurable goals and performance metrics for all unit operations.
  • Expert skills in leading, directing, and managing a diverse team across a broad grouping of functions and employee categories, including union-represented staff. Skills include selection, training, evaluation and providing development opportunities for growth.
  • Understanding, supportive, and encouraging of forward-thinking approaches to ensuring environmental sustainability and process optimization in all unit operations; flexible and responsive in the face of changing environments and emerging opportunities.
  • Strong track record in managing business and industry partnerships.
  • General understanding of purchased utilties and renewable energy.

    Special Conditions of Employment

  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • Ability to work long periods of time at a computer with or without accommodation.

  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
  • Ability to travel to multiple work locations on and off campus.

  • The selected candidate will be subject to the annual financial disclosure requirements of the California Political Reform Act of 1974.
