DEPARTMENT OVERVIEW

Risk and Safety Services (RSS) is a multi-operational unit within the Financial, Operations and Administration Division of the University of California, Santa Cruz. RSS delivers a wide variety of programs and services to support campus wide safety and emergency response for incident management. Departments include; Risk Services, Occupational Health Services, Environmental Health and Safety, Office of Emergency Services, Transportation and Parking Services and University Police.

JOB SUMMARY

The Clery Compliance Specialist directly reports to the Associate Vice Chancellor for Risk and Safety Services. The CCS works collaboratively with various units at UC Santa Cruz and outside agencies to ensure the institution's compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (the "Clery Act") and other relevant federal and state laws and regulations. The Clery Compliance Specialist ensures all aspects for preparing the annual campus security report, identifying and training "campus security authorities," preparing the daily UCPD crime and FPS fire log, and identifying, analyzing, and classifying crimes and disciplinary referrals. The CCS serves as the expert resource for the campus departments regarding all laws and regulations outlined in the Clery Act and laws and regulations pertaining to the processing, retention, disclosure, and disposition of campus Clery records. The incumbent maintains expert knowledge of the Clery Act, including all changes to the Clery Act, and other laws and regulations affecting the Clery Act provisions, and updates the campus.

APPOINTMENT INFORMATION

Budgeted Salary: Salary Range: $99,650-$120,000/annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

90% - Jeanne Clery Act Disclosure of Campus Security Policy and Campus Crime Statistics Act Duties.
Coordinates UC Santa Cruz's comprehensive Clery Act compliance program. Develops, initiates, maintains and revises UCSC's Clery Act Compliance policies and procedures to meet the Department of Education Clery requirements.

Coordinates, prepares, verifies, publishes, and distributes UCSC's Annual Security and Fire Safety report.

Establishes and coordinates the activities of the Clery Act Compliance Committee, which advises on the management of the Clery Act Compliance program at UC Santa Cruz. Coordinates, conducts, documents, and summarizes ongoing meetings with all major UCSC departments to ensure Clery Act compliance and tracks all outstanding action items.

Works with all appropriate UCSC departments to identify all Campus Security Authorities for UCSC and maintains a master roster and email distribution list for each academic year. Provides, facilitates, and manages the training of Campus Security Authorities. Conducts Clery Act training presentations in person to various-sized audiences. Coordinates education and compliance efforts with the UCOP as required.

Analyzes and consolidates relevant data from all Campus Security Authorities, UCSC Police Department records system, and other sources. Gathers crime and disciplinary referral data from various internal and external sources including but not limited to; various UCSC departments, housing facilities, and local law enforcement agencies. Submits annual crime statistics to the Department of Education as required.

Researches and analyzes issues, complaints, and concerns at all levels of complexity. Implements courses of action according to established policies and procedures.

Monitors UCSC's compliance with state and federal-related legislation and guidance and implements plans for improvement in collaboration with campus leadership. Ensures appropriate processes are in place to respond to allegations of non-compliance with federal and state law.

10% - Accreditation Program Duties
Travels and/or participates as the representative of UC Santa Cruz at meetings organized by the UC Office of the President (UCOP) as well as the representative of UC Santa Cruz Clery compliance training conferences/seminars.

Provides ad hoc, analytical studies on a wide variety of policies, programs, and compliance issues for the Financial, Operations, and Administration Division and Risk and Safety Services unit.

REQUIRED QUALIFICATIONS
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Demonstrated experience working with the requirements of the Clery Act and/or other workplace compliance laws.
    Demonstrated experience with compliance policies, procedures, policy writing, and programs.
  • Interpersonal skills sufficient to work independently with all levels of University personnel, including management and faculty, and to facilitate agreement on issues and corrective actions.
  • Skills in coalescing viewpoints and facilitating outcomes in group settings.
  • Demonstrated ability to gather, organize, analyze, and report on issues and recommendations that are complex in nature.
  • Ability to read legal documents and translate them into effective institutional policy and procedure. Ability to apply policy and legal concepts to issues.
  • Demonstrated skill in records management and records retention practices to ensure compliance with Clery Act requirements and other applicable regulations.
  • Ability to verbally communicate complex information to all levels of management and administrators in a clear and concise manner.
  • Excellent writing skills with demonstrated ability and experience to develop and draft policy, recommendations, procedures, reports, presentations and communications including a well developed skill in analyzing various types of data and information using computer software applications (e.g. Microsoft Office Suite, databases). Demonstrated skill in conveying facts, analyses, conclusions and recommendations in a logical, concise written work product.
  • Demonstrated ability to develop and deliver training and presentations to a variety of audiences.
  • Ability to handle multiple assignments by effectively planning, organizing and prioritizing assignments with demanding timeframes.
  • Ability to work independently in a complex work environment.
  • Exceptional tact, diplomacy, discretion, professionalism and judgment in the exercise of decision making and higher level communications.
  • Ability to maintain the confidentiality of sensitive work related information.
  • Proficiency in Microsoft applications with the emphasis on Word, Excel and Powerpoint.
  • Knowledge of laws and regulations associated with the Jeanne Clery disclosure of Campus Security Policy and Campus Crime Statistics Act ( i.e. requirements for reporting crime under the Uniform Crime Report, the Jeanne Clery Act and Department of Education mandates) coupled with knowledge of other related federal, state and local laws and regulations (e.g., provisions of Sexual Assault Victims Bill of Rights), enforcement database, knowledge of crime analysis and mapping systems.


PREFERRED QUALIFICATIONS
  • Advanced degree in Communications, Criminal Justice, Emergency Management or Public Policy
  • Knowledge of UC policy and procedures.
  • Experience working in campus public safety and/or law enforcement agency.


SPECIAL CONDITIONS OF EMPLOYMENT
  • Selected candidate will be required to pass a pre-employment criminal history background check.

  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.

  • Ability to maintain appearance and conduct suitable for working in a professional setting.
