Under the direction of the Human Resources Learning and Development Manager, the Learning and Development Specialist is responsible for coordinating a variety of adult learning programs that empower our employees to learn and grow while providing collaborative support for all stakeholders.
As a Learning and Development Specialist, you will support the Learning and Development organizational goals for professional development to include innovative program design and development; program implementation; solution -focused approach to problem solving; and the implementation of continuous program improvements and initiatives.

Essential Functions
- Leadership program development and facilitation
- Leadership program coordination and curriculum planning and implementation
- Sustainment of leadership program communications and relationships
- Support for the learning and development function within the Authority
- Learning program evaluation and assessments
- Maintain program (s) objectives to ensure alignment with Virginia ABC Authority's strategic direction.
- Incorporate effective training project planning techniques.
- Provide vendors, instructors and consultants with content, materials, reports in accordance with contractual timeframes.
- Provide feedback to participants when required by subject matter experts, instructors and program manager, stakeholders.
- Provide timely and consistent debriefs to LD Manager regarding program(s) issues/concerns.
- Establish and maintain a high level of professionalism, trust, credibility, and respect among all stakeholders.
Minimum Qualifications
- This position requires occasional statewide travel as needed.
- Strong analytical and problem-solving skills.
- Ability to balance multiple assignments/tasks across more than one program and meet program deadlines.
- Prioritize and direct multiple activities across learning programs simultaneously.
- Demonstrated ability to develop and maintain effective relationships with leadership cross all divisions.
- Proficient in (MS suite; SharePoint).
- Maintain a fast work pace with strong time management/organizational skills.
- Maintain confidentiality with matters requiring Human Resource intervention.
Preferred Qualifications
- Bachelor's degree in Adult Learning /HRD or related combination of education/experience
- Five (5) + years' experience coordinating/implementing learning programs
- APTD Certification + three/ (3) years' experience coordinating learning programs
- Articulate Storyline 360 Proficiency
This position is eligible to telework up to 3 days per week in accordance with the current policy.
