Chief Executive Officer (CEO) - Virginia Community Health Care Association
The Chief Executive Officer position is primarily responsible for the overall operation, management, program development, and fiscal control of the Association. The Chief Executive Officer serves as an agent of the Association and acts as an advocate for members with federal, state, and local policy makers to assure that members have the resources they require to improve access to primary care for the underserved in the Commonwealth of Virginia. The CEO, partners with the Board of Directors to develop strategies, policies and procedures to insure the maintenance, sustainability and expansion of the Association to include:
- Maintains and controls the operations of the Association, assists in the development of Association goals and objectives, and implements short and long-range strategic plans in fulfillment of Association’s mission. Assumes responsibility for administration of all Association affairs in accordance with Board approved policies and procedures, work plans, budgets, special directives, and applicable federal, state and local requirements.
- Directs all personnel matters including recruiting, hiring, supervision, training and evaluation of Association staff. Directs all financial matters in accordance with Board approved internal control structure, policies and procedures, and federal and state requirements. Coordinates an annual audit of Association funds.
- Serves as Association’s principle liaison with relevant government entities and directs the organization’s leadership role in statewide and community level activities to ensure the establishment of effective partnerships. Assures the Association’s involvement in the development and implementation of local, state, and federal health policies that affect the organization’s membership and mission.
- Actively participates in the preparation, implementation and reporting of the Bureau of Primary Care Cooperative Agreement. Ensures the timely preparation and submission of required grant proposals and other funding requests, progress reports, audit reports, and other reports/submissions as necessary.
- Pursues broad funding sources that augment the ability of the Association to meet the needs of the membership and enhance the Association’s visibility and mission.
- Educates relevant public and private organizations regarding the mission, objectives and activities of the Association and its membership. Maintains an excellent understanding of the political climate at the state and federal levels, which could have implications for members and services to the underserved.
- Ensures ongoing state visibility and viability through effective outreach to and activities for eligible, non-member organizations and individuals. Implements and maintains defined member services, which include timely and relevant technical assistance, training, education and organizational development-activities utilizing staff and outside resources.
Requirements:
Candidates must possess high-quality verbal and written communication ability, exceptional interpersonal and leadership skills, and be knowledgeable/experienced in auditing, budgeting, financial reporting, and state and federal healthcare regulations. Demonstrates ability to effectively work with Board of Directors and other executive leadership and exudes organizational skills to successfully develop a positive and successful culture. Possesses considerable initiative and judgment in formulating policies, planning and analyzing financial activities and selecting competent staff.
Education and Experience:
A minimum of a Bachelor’s Degree and seven years of experience in progressively responsible positions involving fiscal and administrative supervision, outreach, grants administration, legislative advocacy, and intergovernmental liaison. Masters’ degree preferred; or equivalent combination of education and experience.

About the Virginia Community Healthcare Association: The Virginia Community Healthcare Association is the Primary Care Association (PCA) for the Commonwealth of Virginia. All states have one designated PCA to advance the expansion of Virginia’s Health Centers commonly known as Community Health Centers (CHCs), and Federally Qualified Health Centers (FQHCs). We advocate for the health care interests of the medically underserved and uninsured by helping secure access to care in areas where access is scarce. In other words, our Association serves the people of Virginia by serving our Health Centers.
The Association has many programs to assist Community Health Centers and the Virginian’s they serve. These programs vary from Training, Technical Assistance, Provider Recruitment and Locum Tenens, Cooperative Purchasing, Advocacy and Policy, and Peer Networking Committees for the sharing of Best Practices. We are an integral part of the Virginia Health Safety Net.
