Rental Housing Compliance Support Officer (Hybrid)
We’re looking for amazing people! Come join Virginia Housing as a Rental Compliance Support Officer in the Compliance and Asset Management Department.

This important role will work closely with the Compliance and Asset Management regional teams to support the Compliance and Asset Management department compliance monitoring activities and improving training and written policies and procedures for the rental programs administered by Virginia Housing. The ideal candidate will have advanced knowledge of protocols in compliance monitoring activities in rental affordable housing programs, a demonstrated capacity to comprehend, interpret and apply affordable housing regulations and procedures, and the enthusiasm and ability to present program guidance and engage with an audience.
Responsibilities will include:
- Assist with compiling, creating, and revising written operational procedures and policy guidance for Virginia Housing rental programs.
- Identify, design, develop, and provide compliance training for employees and portfolio partners on statutory, regulatory, and Virginia Housing policy, procedures, and regulations.
- Provide support by researching and responding to questions about the rental programs’ compliance monitoring policies and procedures and outstanding portfolio issues not clearly defined in policy or regulation.
- Provide support for data projects in business systems as assigned; retrieve data from business systems; perform analysis to identify trends and department and portfolio training needs.
- Review and track the audit process and report of noncompliance on IRS form 8823.
- Regularly research industry resources, (articles, blogs, articles, etc.), laws, case precedents, and legislative intent for updates to the portfolio.
Qualified candidates must possess:
- Experience and knowledge of monitoring procedures for rental affordable housing programs, including Tax Credit, Tax Exempt Bond, HUD, Section 8 or Public Housing, HOME, USDA Rural Development, or other related rental housing programs
- Knowledgeable of protocols in conducting property audits and physical inspections for affordable housing properties
- Practical user knowledge of property management or tenant data software
- Demonstrated knowledge of administrative support functions, policy interpretation and application, project management, and presentation preparation
- Superior written communication skills, including proper grammar and professional writing.
- Superior verbal communication skills with the ability to engage and present information to an audience
- Strong analytical, organization, and file management skills
- Ability to draft procedures and conduct research to solve problems and answer routine correspondence
- Ability to apply reason, logic, and advanced problem-solving skills to resolve complex issues.
- Ability to independently interpret data and draw conclusions and make recommendations based on those conclusions
Preferred experience includes:
- Several years of hands-on experience managing, monitoring, or auditing rental affordable housing programs
- Affordable housing designation (HCCP, SHCM, BOS, C3P, CPM, TCS, or other rental housing-specific designation)
- Several years of experience reviewing and interpreting affordable housing laws/compliance regulations and providing a written summary
- Demonstrated experience with presentation preparation and speaking in front of groups and for training is preferred
- Operational knowledge of HDS NextGen, Prolink, or property management software from a user perspective

Hiring Range: $65,251 – $84,827
Hybrid work model (3 days in office, 2 days remote)
This position reports to our Glen Allen, Virginia location.
